In the series, Walter Koenig plays the malevolent PsiCorps agent Alfred Bestor. This is a tip of the hat to the author of the same name who was one of the fathers of scifi. His best selling novels revolved around groups of "peepers" and "ESPers" who almost control humanity.
It's actually Alfred Bester. He wrote a famous book called the Demolished Man.
If you read the PsiCorps Trilogy (a good read), you find that the character got the name because the Director of PsiCorps liked that book and chose it to hide Bester's real birth name.

Sorta related...I don't think they did this on purpose. Walter Koenig also played Chekov on ST:TOS. Chekov was also named after an author -- Russian playwright Anton? Chekov, who is most famous for writing "Ivanov".
