In the episode where they find the Pokemon school that Jesse and James failed out of they talk of the one student that didn't pass, and then show him under a tree.

I thought the same until I researched on it in Japanese animation club at school. Both cartoons Sailor Moon and Pokemon are Japanese animation. In Japanese animation a guy with spiral glasses messy brown hair is and other characteristics of Melvin symbolize a dork. That is the typical model person that Japanese animators draw when showing that someone is nerdy or stupid. It is just a symbol.

I agree with Ed. Many characters in Japanese animation, especially those who are portrayed as nerdy, clumsy or stupid, are drawn with the spiral glasses. For example, Mousse on Ranma 1/2 also looks like that. (except for the long hair) It's probably just a coincidence ! :)
