In episode 12 of Series one of Dr. Who the Anne-Droid says that the answer to one of the questions is TORCHWOOD
In series 2, episode 1 an overwrite code for the hospital is TORCHWOOD
In series 2, episode 2 the house the Doctor and Rose visit is TORCHWOOD house
In series 2, episode 3 when Mickey is hacking into the schools computers a few minutes after the opening the screen says TORCHWOOD
In series 2, episode 10 Victor uses the TORCHWOOD files to look up on the Doctor
In series 2, episode 12 TORCHWOOD is revealed as an earthd defense unit

Also: TORCHWOOD is an anagram of DOCTOR WHO. Dr. Who tapes were labelled Torchwood to stop people stealing them, it later then became a series starring John Barrowman
