1. Open Expose.
2. Press the Shift key.
That is all.

It was shown in WWDC 2003, when Panther was introduced.

This applies to many effects, such as Spaces, minimizing effects, and dashboard. Most of the same effects can be only partially slowed down by holding control instead of shift.
