Firstly you'll need to have the sanctuary map which is not a default map meaning you'll have to download it. Start up sanctuary on any game setting. Once the game starts, look around the map for the base with a waterfall above it. Using a sniper rifle, zoom in on the waterfall and there'll be a message behind it. The message reads CMD.
