On the level Zanzibar, in the area where the giant wheel is, if your looking from the side of the beach, there is a covered ledge to the left of the wheel. To make sure your in the right place, if you have the settings on map default weapons, there should be a sniper rifle on the edge. Now turn around, there should be a sign on the wall.
