James Bond 007 Everything or Nothing Easter Egg - Arisen from the Ashes

Whilst playing in the Mardi Gras Mayhem level, driving around the city, if you pay very close attention to the buildings you will eventually drive past a large building with the words PHOENIX written on the side.
If you have played other James Bond Games, the icon and name should be familiar to you-
The corporation owned by Drake in Jame Bond 007: Nightfire.

Has the Phoenix arisen from the ashes or was this in fact dated BEFORE the events of Nightfire?
