I just saw an interview with Edward Burns, who is one of the actors who was reading the dog tags. He said that they were just doing the scene improv, as Spielberg often allowed. He said that he was just making up the names off the top of his head, and many of the names were of friends he went to "grammar school" with. So, they were Edward Burns' friends, not Spielberg's.

How would you know who his friends were if they were not actors?
